H1b under Masters degree quota for student who graduated 3 years back

Hello

I graduated from USA (New jersey institute of technology) in may 2010.

i did MS in International Business and in July 2010 i came back to India to start working with a manufacturing company Rmt Tools for their international business development and operations management.

My question is that if i want to apply for H1b ,will i be eligible to apply under Masters quota (20000 per year ) which is for students who graduated from USA ?

Or does it have to be the same year of graduation ?

Kindly help.

If it was an accrediated non-profit school, then you can go for Advanced Degree cap.
