H1b transfer(without stamping) - 221g case is pending

Hi,

Got my h1b approved (2015) in August 2014 and went to stamping but 221g issued due to client letter unavailability

What is the possibility to new h1b transfer (without stamping) . If stamping required to proceed further then I will wait to clear this 221g. In case, if stamping denied due to petitioner unable to provide letter or VO decide to not give stamp under 214(b). Is there any chance to do H1b transfer with my I797b approval notice

Yes, you can go for transfer as the petition is approved. Stamping is not mandatory for transfer. Mine is a similar case to yours and got transferred, then stamped with new petition (h1 transfer).
