H1B transfer while in India? Have not traveled to US.

Hi All,

I got my H1B stamped in Nov-2013. I have not traveled to US yet and Still in India. I am having an offer with another company in india. I want to transfer my H1B to my new employer. Is it possible? If so, Can you tell me the procedure to transfer it?

U find an employer who can file a Cap-Exempt Petition for U. Go for Premium processing so that U will get the result in 15 days Provioded U do not run into RFE

I also in similar situation. But if my next organization will not give me the cost for H1B then I will have that cost to existing organization. So is it possible that next company usually consider that cost? Any idea please help.
