H1B transfer to a new Employer while RFE status with the current employer?

I am working for my employer X at the client place ABC.

The Employer ( X ) has filed the Extesnion/Eenewal which has got a RFE.

The Employer(X) has sent the response to USICS suppose on 20th of October.

I have been offered by another compnay Y.

In this situation , can Y apply for my H1B transfer ?

I am in USA.

Yes, this can be done. When is your I-94 expiring? This would determine whether your transfer would be dependent on H-1 extension or not.
