H1B Transfer timelines after coming to US

I have 2 questions on the H1 stamping & transfer

1. If the Employer A who had filed petition is not sharing the copy of it (for transfer to Employer B), is there an alternate option to get this information?

2. Assuming that a person travels to US for same employer A who had filed the petition, how soon we can initiate transfer of H1 visa to Employer B after arriving in US?

You can file FOIA request with USCIS and get a copy of your petition.

Request Records through the Freedom of Information Act or Privacy Act | USCIS

There is no rule around this, you may initiate the transfer very next day.
