H1B transfer: approved h1B visa but never joined the employer which filed H1B peitiion

Hello,

My friend has an approved (and not expired) H1B visa from company X however she never joined company X and hence never traveled to US on that H1B visa. Now she has an offer from company Y who wants to transfer her visa to company Y.

  1. Is it possible?

  2. Will the transfer be cap exempt?

  3. How does one know that company X has or has not revoked the visa?
