H1B Transfer after 1 month approval after October

I am currently in US and have got my H1B approval and COS after Oct. Its been 3 days since I have received my approval.

I do not want to join the company and wants to get it transferred.

Since I have not started working and hence have no paystubs, is the transfer possible?

I got my H1B approved with employer A. My visa is effective from oct 1st.

I never started working with them till Nov.

I have two employers B & C offering for a transfer. Is it safe to file LCA & tranfers with two employers at the same time ?
