When I was in India. I have applied for H1B in the year 2012 and got approved as well.
But after approval I have never went for Stamping or never Travelled to US since that Time.
So if I apply for H1B Transfer now through any of the consultant will I be considered as a CAP-EXEMPTED or Not?
Can you please suggest/confirm on this considering the Latest Rules of USCIS.
