H1b processing under cap exempt without approval only with receipt number

Thanks all for helping everyone though this forum.

I have one doubt.If I have recepit number without approval or with rfe issued,can I file new h1b from new employer under cap exempt as I have made through the cap.Please suggest

Nope. Cap-exempt petitions can be filed only by citing previously approved H1B petitions in the last 6 years.
