h1b petition transfer while in india.visa not stamped yet

I hav h1b petition approved last yr(2012) .visa is not stamped as the employer is unable yo find assignment.i wanted to know if the petition can be transfered and does it come under 65k quota.

Once your H1 is approved you can go for cap exempt/H1 transfer with new employer. But you need to get it stamped to travel to US.
