I have applied for H1B visa through a consultancy under 2013 Quota and it was rejected on February 2012 . Now I am planning to re-apply for H1B visa with the existing petition. Please let me know the validity of the petition and what are the chances of approval if i apply H1B premium processing. Do you suggest to applying through same consultant or through different consultant.

No , The petition was never accepted . I applied in June 2012 , petition changed to RFE status on October. After replying for RFE the status changed to rejected on February 2013.
If it was never approved then you need to wait to apply till April 2014 and you can start working from Oct 2014
