H1b petition denied, can i apply for new H1b petition from other consultancy

I work from India and applied through consultancy in 2015 and my H1B case was picked in lottery then after RFE and updated on March 2016 from RFE to Case was denied. Can i use the last year CAP H1b quota and apply for a new Petition from other consultancy.

Please advise if this can be done or ?

No, once it has been denied, that’s the end of it. You have to go through the cap again.
