H1B Masters Quota Lottery questions for Fiscal year 2014

Hi ,

I have a question regarding the Lottery system for H1B 2014. If the masters qota of 20,000 did not reach/finish by april 5th but the general quota of 65,000 reaches by april 5th , does the lottery system applies only on general qutoa ?

Sorry to get it wrong, I just read in USCIS website that the lottery can be for Master’s quota too if it exceeds 20,000. They did have lottery for Master’s quota in 2008, only thing is that you will have two chances ( once in master’s lottery and if not selected you will put into General quota lottery.)
