H1B laid off, due to Covid-19 and H1B transfer with Consular Processing

I was working in US for 10 years and came to India for stamping in March. I have an approved I-140 with my previous employer (Company X). My stamping was done in March, valid till July 2021. I couldn’t travel back to US due to lock-down and now the Company A, has laid me off, in 1st week of April 2020. If I find another employer, I believe I have to ask them for ‘H1B transfer with Consular Processing’, since I am outside US.

  1. Can I re-enter and/or work for Company B, using USCIS transfer petition receipt, along with Company A Approved I-797 and Visa stamp?
    OR
  2. Do I have to wait for Approval of Company B’s transfer petition, and can I use Company A visa stamp & approved I-797 and, Company B approved I-797 for re-entry and work?
    OR
  3. Does Consular processing imply, that I need Visa stamp with Company B, before I can re-enter and/or work with them?

Any advice would be greatly appreciated.
