I applied for my visa stamping in Mumbai. Gave NIE and offer letter. Got 221g with message ‘until PP is lifted’. Please suggest what to do next.

May be the VO missed to look at the NIE letter. You can email the NIE request to consulate and if approved email them again to process your visa application. If accepted, they will email to you submit your passport.
