H1B approved petition transfer to another employer

I am currently on H4 and have a H1B petition approved from current employer. It is not yet stamped.

I need to transfer my petition to another employer B, who is ready to apply for a Change of Status.

Is there a possibility that the previous employer A can withdraw the petition before the new COS is approved?

Also would that mean I am no more covered under the cap and have to go through the lottery again next year?

Yes you can transfer to anather employer as far as you have Petition approved for h1b.You would not require it to intimated to employer. just take all your Visa related document and apply for transfer. Employer A can withdraw the petition if they aware about your Transfer plan. dont let them know.once petition got withdraw that means you will have to follow all the H1 procedure next year.
