H1B approved but not stamped. Can I apply for H1 transfer jobs

Hello Forum,

My H1B petition has been approved but sine project pipeline has dried up my company is not allowing to goto stamping. Can I apply H1 transfer jobs? I am in India and this is my first H1B. Is this considered as an cap-exempt?

Yes transfer visa to new employer. it will be cap exempt h1 visa
