My H1 extension got approved today but it is valid till dec 24th 2018 only. I am going to refile for extension with the same employer and same project (everything same) . Question is will I be able to file it under Premium processing or not.

Yes, you can. But please explore if anywhere in your petition it was mentioned that the employer needed your services only to Dec 2018, or if your passport is expiring, or you are finishing up your 6 year H1 clock … as to why they would give you a 3 month validity. When did you apply for extension ?
Sow validity was till that date. My end client provides sow for 3 months at max even though project is for long term. Any suggestion how to get validity of 3 years as next time also when I file will have SOW of 3 months only.
