with regards to visa interview waiver in hyderabad

with regards to the above link, I have two questions
1. Why are they two "eligibility criteria" with different " I received my visa after " dates ?
I got my visa issued in september 2007, so am i eligible ?
2. what is the meaning of
If I am applying for an H or L (individual) visa, my prior visa in the same classification with the same petitioner is still valid or expired within the last 12 months. Note: L (Blanket) visa does not qualify.
I changed my employer in between and it has been more than a year, so i am not eligible ?
