H1-B VISA application, can H4 be done later?

I’ll apply for H1-B VISA next month. My son has his passport expired, and I won’t have time to make a new one for him before April 1st. Can I include him in the petition with his expired passport or can I apply for his H-4 VISA later (after having my H1-B approved and having a new passport for him)?

Are you outside US? If yes, then no petition needs to be filed for your son in April. Only your petition needs to be filed. Your family will need to be included when you are planning to go for visa stamping.
