Hello Guys,

I Would like to know what period a H1B visa petition can be sent to the USCIS?

and if is it possible the USCIS approves petitions out of the lottery period (April)?

Well, usually H1B filing period is in first week of April, unless you are filing as cap exempt. So, your next H1B filing would be for FY 2021 year in April of 2020.
If you file a cap exempt petition, basically Universities or non-profits filing for H1B, then you can do filing anytime and you can get approval anytime as well.
