If we are not getting the client letter, can we file the H1 b with vendor letter with all necessary document which explains the mapping between my employer, vendor and client?

Yes this can be done. Please make sure your roles and responsibilities are very clearly defined and establishes that your abilities are truly unique. There should not be any weak terms in your job title such as ‘analyst’ ‘assisstant’ or ‘trainee’. You will need to provide guidance to the letter preparer, nobody else can do justice to your achievements.
