H1 B Aproved Petition (Visa not Stamped) Transfer when In India

All,

I filed for an H1-B in 2012 and it has been approved and the petition is valid till Jul 2016. I did not for stamping yet.

I have below questions if someone can help:

  1. Can I transer this petition? If yes untill when I can do that, Is that possible beyond Jul 2016?

  2. If I file 2 trasnfers and one is rejected while stamping, would I be still eligible to go for stamping for other employer? of is is first come first server basis?

  3. I am in india and want to file from here only. Any risks related to this? as counsalte might ask why I did not use if since so long.
