H-1B Query Form issued on 28 Dec 2008,Not answered by Employer? Petition will work or not?

Hi ,

My H-1B petition is valid from 10/01/2008 to 09/30/2011,visa Interview attended on 28-Dec 2008. Blue Query Form issued(Project Documentation required), Employer not responded to that query and No action on the petition till now.

The petition is going to work anymore ? or I have to go for New Draw again. if yes, Can you please tell me what need to be done from my end.
