Filing H4 EAD while H4 extension is pending

Hi,

I am pursuing a Master on an H4 visa. My spouse got H1B extension approval for the next three years based on I-140. My H4 extension is pending with USCIS.

  1. Can I apply H4 EAD while the H4 extension is pending and I-94 expired?
  2. Can I convert my visa status from H4 to F1(Consulate Stamping) through while holding H4 EAD?
