Filing H1 B application on Expired F1 Visa and valid I 20

My F1 Visa expired and my I 20 with one Language school. I have an employer to file H1B application . Can they file my H1B application on expired visa ? Will it be a problem or what is the rule?

What do you mean here?
Is it a fresh H1B filing or you already had a H1 in the past(may be expired etc)?

Regardless, a US employer can file your H1B visa afresh.
