F1 COS not filled through Elis and got RFE in regular process

I have applied for COS from L2-F1 in July 15th ,after 4 months and 1 week I got RFE.

  1. I saw ELIS system works faster than normal processing. If I want to convert my process to ELIS application can I do it now ?

  2. It’s been more than 4 months before I received RFE ,I am submitting the response but can I expect faster response now or should I be prepared for 2 months [in general USCIS timelines for RFE].

  3. Can I apply for expedite the process saying I’ve already paid for 2 sem and my spouse’s H1 is now approved so there is a uncertainity.
