Hi, my spouse is currently on a J-1 visa and is in the midst of transitioning into a H-1B visa that is still in process. Is it true that I can only apply for a H4 visa after his H-1B is approved and will I be able to apply for an EAD with the current ruling in process?
You should be able to apply H1, H4 , EAD together but not guaranteed that all would be approved together. First H1 would be approved and then the rest would follow.

Also, to add, not all H1B’s spouses are eligible for H4 EAD, they need to qualify. Read H4 EAD Application Process, Eligibility.
