EB1 possible if managerial experience was 4 years back

Hi - I am looking for the possibility of filing EB1 in Managerial/Executive category. My international managerial experience was in 2019 and currently I am on H1B. Does this make me eligible to go ahead with EB1?

Has to be at least one year preceding three years from the date your H1B petition was approved or your entry date in the US.

Can someone elaborate what exactly “preceding three years from the date your H1B petition was approved or your entry date in the US” means?

Preceding meaning within last three years.
