Dropbox eligibility for H4 to F1 visa conversion

Dear Members,
I currently hold an H4 Visa living in the USA. I just received an MS offer and want to convert to an F1 visa. Do the current rules of interview waiver and dropbox eligibility apply to my case when seeking for H4 > F1 conversion?

Yes, if you have hold any US visa in past, you may be eligible for interview waiver.
