Dropbox appointment but fingerprint needed

My child applied for F1 visa when she had a valid B1/B2. She was given a dropbox appointment where we submitted the papers. At the time of B1 visa she was less than 14 yo so no fingerprints were taken. Will she be called for fingerprints surely and how will they inform us?

If the consulate think they want her for interview, they will issue 221g and provide time/date for interview.

The status shows Refused since 2nd June with text ‘A U.S. consular officer has adjudicated and refused your visa application. Please follow any instructions provided by the consular officer.
