Does USCIS send the Lottery results conveyed according to Country of origin far away first and nearer last ?

I am a Canadian. Chinese and Indian PP holders have heard their h1b-visa lottery results for 2018. Does the USCIS inform nearby countries like Mexico and Canada after exhausting faraway countries?
