I heard if I pay $1250 my case upgrade to premium process what is the advantages and disadvantages ? Does this upgrading flag me reduce my chance to approve for H1B visa??

Opting for premium will neither increase nor decrease chances of your H1B approval.
It doesn’t even help in lottery selection.
USCIS will process the application (after lottery selection is complete) and give decision within 15 days OR refund the money if they can’t
I’ll suggest opt for premium processing only if 3-4 month wait is a game changer.
