Does the employer know the lottery result by keeping the track on the fees cheque sent to USCIS for H1b Filing.

HI, I read in one of the blog that the employer of the petision can know the lottery results before the letter is being mailed based on if the cheque he has sent to the USCIS has being accepted by them. If the cheque is accepted that means the file is selected and if the cheque is not accepted - its a rejection. Please give some information regarding this
