I was in US for 2 years and returned India in Feb 2013 (Entry to US was in April 2011). Then i shifted company and applied for H1 Cap exempt and got it approved in March 2018, and it was valid only till July 2018. Due to personal reasons, i was not able to use it. So applied for another H1b Cap exempt and after RFE I got it denied. If I again apply for Cap exempt, will it have any impact, as my previous petition is denied? Also will the 6 year max out be considered from the last H1b expiry date (July 2018, and I did not use this visa for travel) or the first try entry to US (April 2011)? Please help
