Can you renew the Driving Licence if the change of status of visa from H4 to H1B is in the process?

I have a valid I 94 for H4. But H1B is in the process. So can DL be renewed in New Jersey?..

Yes, please use valid I-94 for license renewal. County and State government licensing offices have no need or reason to try and understand visa categories; they just want to see I-94 to check if you are legally in the US within your allowed stay limit.

Thank you for the reply Mr. Shankar. I did it on the basis of valid I94 but they said my immigration verification failed. DMV normally takes 7 working days to come back. So I am still waiting for their call. Also I am waiting for my H1B lottery results yet So I am guessing that COS could be the reason. My license expiring this month end so thought to take some advice since DMV taking time.
