My employer would file H1 petition in april2013 and if its get approved in june/ july can we change our employer after july and request a H1 tranfer to other employer before OCT 1st 2013 or else we can transfer our approved H1 only after oct 1st 2013, please advice.

Another employer can file a cap-exempt petition for you once the first petition gets approved. This can happen even prior to Oct 1, but the new petition will also have a start date of Oct 1 or later.
