Can just COS(that COS w/o I129) be expedited to premimun processing

1)Just COS from h4 to h1(if already in US on h4) i.e COS without h1 petition have premium processing??

2)Can h4 extension be filed when COS is in progress??So that if COS is denied atleast h4 status can be mainted,
