Can I use my existing receipt number received 3 years back. Peitition is in withdrawn state

Hi,

I initiated H1 Premium in 2011 through my employer. I received the receipt number, however the petition hasnt been submitted due to some document unavailabilit and I was outside of country in UK. Currently Im back to India & the status is petition withdrawn state. Can I use this receipt number to initate back again, bypassing lottery based, as it`s initated 3 years back.
