Can I get F2 visa to enable me visit my husband although I have been refused 5 times within 2 years?

Hi,

I have applied for F2 visa for 5times and have been refused on all occasions. Is there any possibility of me getting the visa if I reapply. Also what should I do differently to enable me get the visa.
