I am working with employer A and got my case picked up in lottery. Can I change employer before October 2015 and still be considered as CAP exempt?? Or I can change only after October 1st, which is effective date for H1B

It is possible to change employer before October 1st, but you would need to ask for an October 1st start date.
The USCIS would simply need a confirmation of an approved H1-B visa.
