Hi i had applied for a new H1B this year and was not selected in the lottery i earlier had a H1B which i did not utilize for nearly 4 years of the total 6 years first i got the H1B from 2004 to 2007 but returned back in 2006 August and after that i had renewed in 2008 until 2011 but could not go am i eligible for a cap exempt? your advice and feedback would be highly appreciated
