Can I apply for Premium Processing before I get receipt number?

Hi,

My employer has applied for H1 on my behalf in the 2015 quota under Regular Processing and I am yet to know if my petition got selected in the lottery.

I was wondering if I can apply for Premium Processing meanwhile. Will USCIS accept it and start processing my petition from the day it recieves the request? (Assuming that my petition got selected in the lottery)

Any info on this will be greatly appreciated!

PP cannot be applied now until you are selected in the cap and know your receipt number.
