Can I abandon H4 to F1 COS case and travel to India to get F1 visa?

Hello, I have applied for H4 to F1 COS in October 2020. but due to covid processing times have increased and I have not been called for even biometric yet. My question is, can I abandon this case and get my visa stamped in India? Will I face any issue if I do that?

Additionally, can you let me know the “form issue reason” on your I 20? When the COS was initiated, the reason was “change of status”. If the COS is abandoned, should the “form issue reason” be “Initial attendance” for the visa interview?
