Can h4 travel from india, when h1b is transferred

My dependents are currently in India and they have valid H4 visa expiring on June, 2023. I am in US and changing my employer, hence in process of applying H1b Transfer. Post the transfer is completed and switched to new employer, Will the current H4 visa of my dependents still valid? And whether they can travel with the same. I am planning to book their flight tickets after i join new employer.

Yes. Visa is independent of the employer even if it has employer name on it.

Have then carry the copy of your I-797 valid at the time they travel, last 3 pay stubs, employment verification letter along with the H4 supporting documents.
