My H1B visa petition was approved in April 2013, when I went for visa interview at US consulate in India I was given the 221G letter; requesting the employer for additional documents. My question is: If H1B visa is refused under 221G case and US consulate requests USCIS to revoke the H1B petition, can H1B be transferred to a new employer without subject to H1B cap?
