Can B2 visa get NIE on humanitarian grounds?

Hi - I am a US citizen, trying to get my elderly mom staying alone, over from India to the US. She has a valid multiple entry B2 visa. Can you please share any info about similar experiences? I’m wondering if I can apply for NIE under humanitarian grounds. Thanks in advance for your help.

Did you apply for NIE? I’m on H1B (stamped till 2023) trying to get my mom here.
