Can an employer withdraw H1-B petition that is already filed at USCIS?

Hi, Can a H1B petition that is already filed at USCIS be withdrawn by the employer? If yes, then:

  1. Are there any specific criteria / rules under which the petition can be withdrawn?

  2. Is there any specific time frame within which withdraw should happen?

  3. Will the filing fee be refunded?

I am not sure about the timeframe or process for petition withdrawal. In any case, no fee will be refunded.
