Right now I am on CAP GAP I20, my OPT already expired. I got my h1 approval for the current employer. If I get a better offer can I change the employer and can my new employer file for h1 transfer before oct 1st? Any help greatly appreciated.

Yes, another employer can file a cap-exempt petition for you even prior to Oct 1. You can work for them during cap-gap as well unless you were on OPT extension, in which case the new employer needs to be e-verified.
Keep your DSO in loop about any change of employers and new petitions.
