Can a L2 Visa holder in India apply for a EAD?

I work in the US on a L1A. My spouse is in India and scheduled to join me shortly on a dependent L2 visa. He has a valid SSN as he has worked in the US before.

  1. my question is… Can he apply for a EAD before coming to the US, since he has a valid SSN number.

  2. The other scenario is he comes here on vacation and applies for. EAD. If he goes back to India during the process will the EAD application be stopped?

  3. If you get an EAD and he goes back to India, will the EAD turn invalid?

    He has to be physically in the USA with an I-94 Number to apply.
